Regional Data Governance Council

The need for a regional strategy was communicated and articulated by Member States and encouraged by the development partners who have been investing in official statistics for well over 35 years. In that regard, the NSOs, the OECS Commission, and the ECCB collaborated on the design of the OECS Regional Strategy for the Development of Statistics (RSDS) with the support of the World Bank, United Nations Development Programme (UNDP), the UK Department for International Development (DFID), and Partnership for Investment in Statistics in the 21st Century (PARIS21). Further to this, the OECS Commission, Grenada, Saint Lucia, and Saint Vincent and the Grenadines, in collaboration with the World Bank, commenced the OECS Data for Decision Making (DDM) Regional Project, which was approved on May 17, 2022, by the World Bank Board of Directors. The project development objective is to improve the capacity of Participating Eastern Caribbean Countries to:

  1. (i) Produce and publicly disseminate statistical data for country and regional-level analytics, and

  2. (ii) Provide an immediate and effective response to an Eligible Emergency.


The RDGC will be tasked with harmonizing data policies and practices, including how economic, social, climate and environmental data are captured, produced, managed, and propagated across the OECS region. The RDGC and its subcommittees and working groups will lead the decisions on statistical harmonization, review new instruments and methods, and make recommendations to the NSOs based on the findings.

The RDGC will support the implementation of the OECS RSDS, which aims to inform and evaluate the OECS integration agenda with harmonized and comparable data by supporting the adoption of standardized definitions and concepts; the adaptation of international statistical classification systems; and the utilization of common methodologies for statistical production and dissemination by all OECS Member States.

Moreover, the RDGC is expected to introduce a culture of academic rigor in statistical innovations while remaining mindful of the local context and the need for local credibility and promoting harmonization in the OECS region. The RDGC will aim to improve coordination and achieve economies of scale by synthesizing bilateral recommendations from development partners through a more streamlined process and shifting the burden of investment in experimentation from resource constrained NSOs to a regional body.

The RDGC will initially focus its development activities primarily on the following broad areas:

(i) Population and Housing Census,

(ii) Survey of Living Conditions,

(iii) Labour Market Statistics (LMIS) Labour Force Surveys, Labour Demand Surveys, and

(iv) Agricultural Census

The main objectives of the project are:

To improve the capacity of Participating Eastern Caribbean Countries to (i) produce and publicly disseminate statistical data for country and regional level analytics; and (ii) provide immediate and effective response to an Eligible Emergency.

        to guide the development and oversee the implementation of the OECS RSDS;

        to ensure data harmonization in support of the RSDS is fulfilled through high-quality statistical support activities;

        To serve as a decision-making body for the governance of official statistics in the OECS in support of the Revised Treaty of Basseterre;


Key Functions

The Regional Data Governance Council shall direct the OECS Regional Strategy for the Development of Statistics development and implementation by:

  1. Identifying the short-term and long-term priorities for the OECS RSDS, establishing milestones, monitoring progress, and proposing adjustments as required;

  2. Harmonising statistical methodologies, concepts, and definitions, with due consideration for the diversity of OECS member countries when implementing regional and international standards and best practices;

  3. Keeping key and relevant constituents and stakeholders up to date on the implementation status by communicating and reporting on progress, issues, and successes;

  4. Advocating for investment in statistics by the Member States and promoting statistical cooperation among Member States;

  5. Coordinating and aligning donor support for statistical development activities in the OECS Region;

  6. Supporting Member States in the design of their respective national annual work programme for the development of statistics, ensuring consistency with the OECS RSDS generally, but also specifically that the work programme is aligned with national development plans;

  7. Providing advice to the member states on current and emerging issues related to statistics;

  8. Reviewing and proposing revisions of the OECS RSDS as needed over time.
