Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Submission Guidelines

Responses should be submitted electronically in PDF format to the OECS Commission no later than September 30, 2025, 2 p.m. AST, addressed to:

The email submissions should include the name and address of the Consultant and shall be clearly marked in the subject line as “Request for Information – Consultancy Services for the Development of the Organisation of Eastern Caribbean States Sustainable Energy Transition.
