Regional Integration in the Eastern Caribbean
The primary goal of the Organisation of Eastern Caribbean States (OECS) is the advancement of regional integration among its membership. Accelerating regional integration is the first strategic priority guiding the work of the OECS Commission. Given the shared geography, history, culture, and micro nature of each economy, a single community brought about by regional integration initiatives will help overcome contemporary development challenges.
The historical path travelled has led to a persistent desire among the small Eastern Caribbean states to advance regional integration. Prior to the signing of the original Treaty of Basseterre on June 18, 1981 several of these states had already made significant strides toward integration through the establishment of institutions which delivered a common currency and judiciary, and strengthened international relations. These were achieved through the then West Indies Associated States Council of Ministers or “WISA Council”, established in 1967.
Objectives
The Treaty of Basseterre of 1981 extended the scope of regional integration to include other public goods of development concern, notably, mutual defense and security; foreign policy harmonisation and joint overseas representation; tertiary education; external economic relations; transportation; maritime matters; tourism; currency and central banking; public administration and management; and scientific, technical and cultural cooperation.
In 2010, the leaders of the OECS took a bold step with the signing of a new treaty - the Revised Treaty of Basseterre (RTB) with a built-in protocol establishing the Eastern Caribbean Economic Union (ECEU). The countries which signed on to the ECEU are referred to as Protocol Member States and the ECEU has the following key objectives:
(i) the creation of a single financial and economic space comprising Protocol Member States,
(ii) economic and social progress and cohesion which are balanced and sustainable,
(iii) harmonious development of economic activities through inter-sectoral linkages within and between Protocol Member States,
(iv) continuous economic growth and expansion through the optimal utilization of domestic and Economic-Union- wide resources,
(v) fair distribution of benefits throughout the Protocol Member States,
(vi) accelerate improvement in the standard of living and reduction of poverty,
(vii) increased levels of economic and social stability, and
(viii) economic growth, development and international competitiveness by the convergence and coordination of the economic policies of Protocol Member States.
Projects
These objectives are supported through the advancement of twelve key principles detailed under Article 3 of the Protocol of Eastern Caribbean Economic Union (ECEU) of the Revsed Treaty of Basseterre (RTB). Achieving these would realize free movement of people, goods, services, establishments and capital throughout the Economic Union Area.
To advance these principles, the Economic Affairs and Regional Integration Division at the OECS Commission is tasked with overseeing the achievement of strategic priority 1 - Accelerate Regional Integration. With the support of OECS Protocol Member States and regional and international development partners, several regional integration initiatives are being implemented under a myriad of ongoing projects.
The programme is funded by the European Union under the €11.320 million 11th European Development Fund (EDF) facility. It is currently the main funding source of the OECS regional integration initiatives and its work plan has incorporated multiple international development partners and projects including INTERREG Caraïbes, the United Nations Conference on Trade and Development (UNCTAD), the World Bank and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). The main objective of the RIGHT Programme is advancing regional integration in the key areas listed onwards.
