All parties submitting proposals in response to this Call for Proposal (CFP) do so voluntarily and at their own risk, cost and expense.
The RSA shall not be liable or responsible for any direct, indirect, or incidental costs or expenses incurred by applicants in the preparation, submission, presentation, clarification, or follow-up of their proposals.

The submission of a proposal in response to this CFP shall not constitute a binding obligation on the part of the RSA nor shall it be interpreted as a guarantee or commitment to award a contract or enter into any agreement with any applicant. Furthermore, the RSA assumes no responsibility to reimburse applicants for any time, effort, or resources invested in responding to this CFP.

While all eligible submissions will be evaluated fairly and transparently based on the criteria outlined in this CFP, only the applicant whose proposal is determined to be the most responsive, technically sound and aligned with the objectives of the initiative namely, the design, development, and implementation of a Traceability Software Solution for the regulated cannabis industry will be considered for award of the contract.
